I believe that the sponsored employee (and the attorney) are not allowed to have any part in the recruitment effort as per DOL guidelines. It should be done by the employer.

As per my lawyer (one of the best) returning based on AP does not invalidates your H1B status. Your wife can get H4 stamping based on your current H1B approval, although some consulate might create issue as you don’t have stamping in your passport (this is rare case). Again all this coming from best lawyer not me.
Once she has H4 she can enter on H4 and you can enter on AP.

There really is no science behind the time line to be honest. All i can do is tell you my experience.
I came to the USA in July 2008 on an L1A visa in category EB3 c (Multi national Executive or Manager). On Oct 9th 2009 my companies attorney filed for the I-140 and I-485 concurrently for me and my family. I received my EAD in November 09 and my I-140 was approved on the 18th of March 2010. My green card (I-485) was approved on the 22nd of April 2010 and I received my actual card on the 30th of April 2010.
As I said above there is no science to the time line, its really a case of take a ticket and hope for the best but mine took a total of 6 months from start to finish. This is pretty quick to be honest but my attorney was very good.

Color balance to lose the blue cast, adjust histogram, unsharp mask at radius 50 and intensity 100, select sky and increase saturation. I didn't bother to clean the tree/sky transition so it's softer, but it needs it.

One of my friends lost his Petition papers. His H1-B visa is about to expire and he wants to file for an extension. Currently he is in India and was planning to travel to US this week, when he lost his petition papers.
Will it be possible for him to travel to US without his Petition papers and apply for a duplicate / extension?
Please let me know any help line number where he can call to clarify his doubts.

H-1B through non-profits like Universities does not have a cap. Your only bet would be to find a job through one such an entity and apply for H-1B. Then you can pursue H-1B through any commercial entity during 2008 quota starting from April 2007.
